About The District
Keyes Community Services District was established in 1955 as a local government agency under California Government Code Section 61000, et. seq., for the purpose of providing streetlighting to the community of Keyes, an unincorporated area of Stanislaus County. Sewer services were added in 1968. The water system was purchased from a private individual in 1971. It is governed by a Board of five locally elected directors.
Keyes Community Services District has 7 full time employees, 4 of which are in the Maintenance Department and 3 in the Administration Department. Keyes CSD has a part-time General Manager by the name of Ernie Garza.
Keyes CSD has a contracted attorney, with Dennis L. Hay, Esq., out of Clements, CA. We are contracted with the engineering firm Gouveia Engineering out of Gustine.
We have approximately 5,000 people in population. For the most part, our community is a bedroom community. Ceres is located to the North of us and Turlock to the South, both are within 5 miles of our district.
We have 3 schools located in Keyes, Keyes Elementary (which also includes a Head Start program), Spratling Middle School, and charter schools located in 2 different locations (TK-6 at one location & 7-12 at another).
Keyes is located close to Highway 99, allowing for quick and easy access to Turlock, Ceres, Modesto or commuting to the Bay Area.
Both the City of Ceres and the City of Turlock have various grocery stores, fast food chains, dining restaurants, gyms, gas stations, shopping quarters, and hardware stores. There are numerous doctors, dentists, chiropractors and much more in both locations making it convenient for our community. The closest hospital to our location is Emanuel located at 825 Delbon Ave, Turlock, CA 95382.
We have a wonderful tight-knit community and we continue to build and grow!
